"The Chinese are designing new classes of submarines with increased capabilities," said Sen. Joe Lieberman (I-Conn.). "If we do not move to produce two submarines a year as soon as possible, we are in serious danger of falling behind."

Falling behind? Behind what? Why is it assumed that the Chinese will be our mortal enemies? Is it because, as in the book, 1984, we need an enemy? Since we owe the Chinese so much money now, it would make sense for them to ensure our survival as a consuming nation. Duh!
