The 'End Of American Exceptionalism'?

I didn't get to hear the whole whole broadcast this morning, but I'm going back to the podcast.

But... Mr. Bacevich is an 'exceptional' American. And he pointed out some things about this current war or wars we're embroiled in. Even though it has been said before, why on earth are we not paying for this war? Why are we borrowing money from China and other countries to pay for something we have a direct obligation to pay? Why don't we have a draft? If we're so passionate about this 'war on terror' we should be passionate enough to make sure we all pay the price... rich man, poor man; the draft and a tax to pay for the war would make us all equal, wouldn't it? (But it's so much easier to just buy a 'support our troops' magnetic ribbon for the car...and cheaper!)

So, why didn't any of those things happen? Taxes? The draft? Anyone? Anyone?
