Shows Criminal Corrections Spending Outpaces All but Medicaid - NYTimes.com:

"The increases in the number of people in some form of correctional control occurred as crime rates declined by about 25 percent in the past two decades."

Amazing stuff... crime rates declined yet incarceration increased. It's New Math or much longer sentences as the result of paranoia by the Right Wingnuts; the 'guilty till proven innocent' crowd. Methinks it's the latter.
