Afghanistan needs water to grow their economy as well as their crops. And they need an incentive for their farmers to give up the opium production which pays well and doesn’t require a lot of irrigation. So it would make sense to look at the water resources available and plan for efficient ways to deliver the water where needed. Planners found 520 sites where small to medium sized dams could be built to provide both water storage and hydroelectric power. Great!
Yeah, great…except that these traditionally wild rivers and streams fall out of the mountains and then cross Afghanistan’s borders and the neighbors aren’t exactly thrilled at the prospect of losing that water supply… or of having to pay for it.
I believe one of the neighbors is Iran. The other is Pakistan.
